DICT should declare AES as critical infrastructure

AUTOMATED election systems (AES) are essential components of the country's electoral infrastructure. Their reliability affects the timely and accurate recording, transmission, canvassing and reporting of election results, as well as public confidence in electoral integrity. A national election system also presents substantial cybersecurity, continuity, data-protection, procurement and lifecycle-management requirements. Republic Act (RA) 10175, or the Cybercrime Prevention Act of 2012, defines critical infrastructure in Section 3(j) to include "computer systems, and/or networks, whether physical or virtual, and/or the computer programs, computer data and/or traffic data so vital to this country that the incapacity or destruction of or interference with such system and assets would have a debilitating impact on the security, national or economic security, national public health and safety...
