The increasing use of artificial intelligence (AI) in online propaganda campaigns has underscored the need for stronger digital literacy and cybersecurity measures in the Philippines as the country accelerates its digital transformation. This developed after OpenAI reported that Chinese-linked actors had allegedly used its ChatGPT platform to generate content aimed at influencing public opinion on issues such as tariffs, data centers, and artificial intelligence policies in the United States. According to OpenAI, the campaigns, conducted between late 2025 and early 2026, involved the creation of slogans, cartoons, social media posts, and online comments intended to shape discussions on trade and technology policies.
