In April 2024, a Florida-based data broker called National Public Data quietly suffered one of the largest security failures in American history. By the time the breach became public, personal information belonging to an estimated 2.9 billion U.S. citizens had been exposed. How Data Brokers Escape Accountability after Breaches Data brokers, companies that collect and sell personal information on consumers without their direct knowledge or consent, occupy a largely unregulated corner of the American economy. Chapter 11 bankruptcy, the same mechanism that allows businesses to restructure debts and shed obligations, can also be used to dissolve those companies entirely, cutting off the civil litigation pipeline that victims depend on for redress.
