Transforming health plans into funded priorities, connecting facilities, leveraging data to identify gaps, and ensuring public spending directly improves care are all vital steps. While laws and the budget lay the necessary groundwork; local leadership determines whether the people truly experience UHC. As DBM Secretary Kim De Leon put it during the 1st Unilab Foundation Executive Symposium last September 28, "UHC becomes real not in the law, not in a power point presentation, and certainly not in a budget spreadsheet.
